The county study that can shrink your project: the nutrient pathogen analysis
A test most cabin owners have never heard of
Most septic conversations here run through Eastern Idaho Public Health: the site evaluation, the permit, the soil. That is the right route and this site covers it. But Fremont County's Development Code adds a requirement of its own that sits on top of the health district's process, and it can force a study before a design is even drawn.
It is called a nutrient pathogen analysis, usually shortened to NP analysis, and the code makes it mandatory whenever any one of six conditions is present on the ground.
The six triggers
The code puts the burden of finding out squarely on the applicant. In its words, it is the responsibility of the applicant or their qualified NP professional to undertake sufficient investigation to determine whether any of the conditions exist. Not to wait and see whether the county raises it.

Two of those deserve a second look on this ground in particular. Fractured bedrock within ten feet of the surface is not an exotic condition in a volcanic caldera; it is the normal geology in a good deal of the area. And groundwater within ten feet at some time of the year is a spring condition, not an August one — which means a summer site visit can miss it entirely.
What the analysis is for
The NP analysis is not a box-ticking exercise. The code states three things it exists to determine, and each of them can change a project rather than merely document it.
- The appropriate wastewater collection and treatment design — which is to say, what kind of system the ground will actually carry.
- Wellhead location and protection — where the drinking water comes out, relative to where the wastewater goes in.
- The appropriate overall development density — how many dwellings the ground can support at all.
That third one is the consequential one. An NP analysis is capable of concluding that a parcel supports fewer units than the zoning would otherwise allow. It is a study that can shrink a project, which is why it belongs in diligence rather than in the permit run-up.
The requirement above it, and the appendix that is empty
The section opens with something stronger than the analysis requirement, and it is worth quoting exactly.
“Surface water and groundwater quality vulnerability areas are identified in Appendix T. For Applications in water quality vulnerability areas, provision of a central/community sewer or connection to an existing one shall be required.”

Read plainly, that says a parcel inside a water quality vulnerability area cannot be served by an individual septic system at all. It has to be on a central or community sewer.
Now turn to Appendix T, which is the document that identifies those areas. In the county's current consolidated code — the version carrying amendments through 2026 — Appendix T consists of its heading and the single word [RESERVED]. Nothing else. The areas the requirement depends on have never been mapped in the code.
This page is not going to tell you what that means for your parcel, because the honest answer is that it is a question for the county rather than for a website. What can be said is what the documents say: there is a mandatory central sewer requirement, it applies to areas identified in an appendix, and that appendix is reserved. If anyone tells you your ground is or is not in a water quality vulnerability area, the reasonable next question is which document they are reading it from.
What this changes about buying a lot
The practical value here is in the sequence. An NP analysis is a professional study with a cost and a calendar attached, and it is triggered by physical facts about the ground that are knowable before purchase.
- Establish whether any part of the parcel is within 200 feet of a waterway or wetland — including seasonal channels and small wetlands, not just the obvious water.
- Ask what is known about depth to bedrock. On a lot where a neighbour has already dug, this is often answerable for the price of a conversation.
- Ask about seasonal groundwater, and specifically about spring, not about the month you are standing there.
- Check whether the area carries a DEQ Nitrate Priority Area designation, which is a state determination rather than a county one.
- If any trigger is present, price the NP analysis and its timeline into the purchase, and treat the density conclusion as genuinely open.
- Book the health district's site evaluation as well, since the two processes answer different questions and neither substitutes for the other.
- Ask the county directly whether the parcel sits in a water quality vulnerability area, and ask which document that answer comes from.
- Get whatever is established written down with a date on it, because a verbal assurance about groundwater or bedrock is worth very little once a design has been paid for.
Two of the six triggers can be checked without setting foot on the ground, and they are the cheapest place to start:
- The 200-foot water proximity test is a mapping question. Aerial imagery and the county parcel map will get you most of the way, though seasonal channels and small wetlands are easy to miss and need a spring walk to confirm.
- The Nitrate Priority Area designation is published by the Idaho Department of Environmental Quality rather than the county, so it can be checked at state level for the area before a particular parcel is ever identified.
None of the six triggers is unusual in Island Park. That is the point. This is not a rule aimed at large developments in other parts of the county; it is a rule whose conditions describe a large share of the ground people buy here to build cabins on, and the cost of a system is not the whole cost if a study sits in front of it.
Common questions
What is a nutrient pathogen analysis?
A professional study the county requires where certain conditions are present on a parcel. The Development Code says it determines appropriate wastewater collection and treatment design, wellhead location and protection, and appropriate overall development density.

Could an NP analysis reduce how many lots I can build?
Yes. One of its three stated purposes is determining appropriate overall development density, so the study can conclude that ground supports fewer units than the zoning would otherwise permit. That is why it belongs in diligence rather than late in a permit run.
Is fractured bedrock within ten feet common here?
This page will not guess about a specific parcel, but it is not an exotic condition in volcanic ground. It is worth asking what is known about depth to bedrock nearby, since a neighbour who has already excavated is often the cheapest source of an answer.
Why does the seasonal timing of groundwater matter?
Because the trigger is groundwater coming within ten feet of the surface at some time of the year, not on the day of a visit. A parcel walked in late summer can look completely dry and still meet the condition in spring.
What is Appendix T?

Does an NP analysis replace the EIPH site evaluation?
